When i do it i do it prior to benching. U should feel a SLIGHT pec stretch if their very tight, and u should feel ur shoulder sliding back into the glenohumeral joint slightly. After that if i was starting on military press i would do 20 reps with the bar and then 20 reps with 10kg a side then begin.

Static stretching before exercises will hinder your performance levels by something like 5-15%.
